ASA will require all head coaches of summer ASA teams to take the ACE cerification program and at the same time they will do a background check. This is mandatory for all summer head coaches. It was also recommended by the Junior Olympic committee at the state meeting that all coaches be certified in 2010. I believe from what some coaches have said they charge $25.
I would think that any coach would want to be certified if they coach and any head coach that has an assistan might want that individual to be certified, too. (suggestion only.)
If you have questions you may call me at the number below.

Rob,

Are you coaching High School Ball this season? If so the MHSA has a required coaches module that needs to be viewed from the MHSA website before the season begins. Contact The MHSA office by e-mail or phone about this.

As far as ASA I know of nothing of the sort, but ask your district commisioner or Umpire in Chief after the state meeting takes place on January 31st in Butte.
