Before this user can boot users, he must sign into the chat room as an admin. There's an 'Admin' link just underneath the users list that allows him to enter the admin password, which will give him admin rights and allow him to boot users. The options for users may take a few seconds to come up, as the chat room has to contact the servers to get the other users information before displaying the options.
There is no way for specific users to register names permanently.
